I have a user who is set as “Author” permissions (with most of the settings left alone) who can edit single-price events, but not multi-price events. Is there a setting somewhere I’ve missed in setting permissions, or something in the code that is making the difference.
Just tried it here with a user as author and multiprice: no issues. Couldn’t be as well, because beside the fact that the price contains “||” in it, the code is the same as for single-price events.
Is that user owner or contact person for that event? Because by default an author can only change events he created or for which he is a contact person.

Yes, that user was the owner of that event. He (and I, when I logged in as him) could edit single-price (really, single-seat-type) events, but attempting to edit multi-seat/multi-price events caused the error message: “You have no right to update ‘testing again'” (‘Testing again’ was the event name.)
I have since been unable to reproduce this problem; creating my own event with Author permissions doesn’t yield the same error. So… I don’t know what happens. I’ll keep an eye on it (many of the users who use the event permissions are at Author level), and I’ll let you know if this rears its ugly head again later.
