Once populated, #_CONTACTPHONE cannot be reset to blank(empty)

I have just noticed a small bug with admin of #_CONTACTPHONE

To recreate:

add a phone number to a user then update

now change the phone number and update ( The second value should now be shown)

now delete the contents of the field and update ( the second value will still be shown)
